Parliamentary Papers with which this Colony may be concerned.

On one occasion the first

intimation which this Government received of its correspondence having been printed and published was through the columns of the local press.

The Secretary of State was communicated with on the subject by Sir John Bowring in February 1859, and in April following Sir Edward B. Lytton promised in reply that all such papers should be duly furnished.

The Blue Book for 1857, is however the only document of the kind that has reached us, and I am instructed to request you to give such directions as may ensure our being furnished with all printed papers connected with Hong Kong, China, and Japan.

The present Reports are very incomplete, but His Excellency hopes that this may be remedied.
